I don't think the mid rib does a lot except to help support the leaf. It's the veins in the leaf that are important. Any leaf area that is cut, the leaf beyond the cut can not feed back to the plant.
Don't know the answer to your second question.
Hanging leaves will collect some sunlight but not as much. Most of the recovery will be when new leaves emerge from the whorl.
The adjuster can look at it now but the final adjustment will be made after the ears and kernels are placed and yield can be determined. They will take the stage of growth and leaf area defoliated and maybe some stalk damage and look at a chart to determine the loss.
