At least in our district it wouldnt be school lunches - kids get behind by $20 and they get cut off. Not entirely because they get a peanut butter sandwich for lunch free - and we've had parents ream us out (letter to the board) saying how dare we do that, do we know how embarrassing that was to their child!? Again, sure not the parents fault for not paying... If the family in this case were in tough financial straights they would qualify for free or reduced lunches and likely wouldnt have a bill their anyway. Our district has over 40% free/reduced so I've seen it all. Kids - entire large families sucking up free lunches and the kids have the newest android or i phones or whatever clothes. I cant say for sure they are free or reduced because thats "protected/confidential info" that even board members arent privy to. But I can do the math, they arent paying for lunches. After seeing this for years thats why I have a bit of a hardened answer.

And a $600 bill with two kids isnt much. Participate in a few sports, go on a couple field trips and you are there. Logically they should have to pay before they play, but when you are dealing with 100's of kids, or 1000's things slip between the cracks. Coaches track that stuff and they are slightly more than volunteers so there is always a lag reporting to the office. Thats one example there.

Of course every business has waste. Its inherent to anything controlled by humans. Our district does a pretty good job. I chose not to run again due to work load in my personal life. School Board consumes 100's of hours per year!
