I feed my dairy calves acidified milk replacer, on an ad lib system. 

They drink lots. Yes it is expensive, but they are using the milk to grow, it is not being wasted.

I think giving calves 'sugar water' or whatever to save a few dollars would be a poor way to save money.

Calves should always have fresh water available at all times, in addition to whatever else is fed.
