I like to fertilize pastures with urea but never more than 125# per shot. If you are using 200# on pastures I would apply 100# each in early April and about July 1st. Is your hay ground alfalfa, grass, or a mix of both? If it is alfalfa I would spread straight 0-0-60 instead of 19-19-19. Your K base sats are really low and alfalfa really responds to K.
