I think what states could do in this type of situation to get their "share" of vehicle licence $$$ is to require vehicle owners(company fleet owners) to buy stickers like the ones truckers have when they travel between states. That would free up the deputy's time for investigating other similar menaces to society like not wearing seat belts, littering, etc.
