OK, try this, download and run the attached spreadsheet that uses your suggested function on 100 entries. Press F9 to recalc and do that 10 times or so. Notice how the count of 1s and 2s varies each time you press F9. Sometimes its the same and sometimes it will vary to return more than 60 occurrences of on or the other number.
