I'm going to go out on a limb here and assume you really don't know the purpose of the sign. Regardless if you have a concealed carry permit, you are not allowed
to carry on their premises.

It means if you do carry, and someone notices and pushes the issue, you can be told to leave, and face possible trespassing charges if you do not.
The same thing that folks without shoes and shirts face.
People are "Allowed" to do anything they wish.
There is no invisible hand that stops them, just possible legal implications if they do.
