First of all TOR won't keep the government from spying on you. In fact it became public that you are more likely to be tracked by the government if you use TOR...what do they have to hide etc...

It is effective at creating a private web browsing experience, but like torn said, don't assume whatever you are doing is anonymous. Google and others won't even allow you to view things like youtube anonymously.

If you are looking for simple steps to take to avoid tracking on line I would look into Ghostery, which blocks almost all cookies and ad trackers. You can also very easily use a VPN so that you aren't stuck with a fixed IP like Comcast and others will have.
