If its balanced at 100 rpm then its still in balance at 1000 or 10000 rpm. If there is harmonics coming into play that is not a balance issue.
Iv always wondered about that. Here is my take on it.... due to the fact that the centrifugal force increases with speed, balancing at a very high speed makes it in balance well at a slower speeds. But balancing at slower speeds, if it is declared in balance (good enough to not notice vibration)and you double the speed the centrifugal force is far greater and then it might not be a tolerable balance (not close enough to running smooth and displaying harmonics.
