Good eye. I think I have 4 or 5 extras placed around the board. It's probably excessive, but extra caps won't hurt. I added them to the schematic since I had the board space. Caps are cheap so I populated the board.
Most chips want a cap located close to the chip. Each of the MAX3223s have one for that. There is one near the mini PCI express slot for that card. Then the extras just because.
