Not always. If the controller is an older magnetic starter, it takes a little time for the electric and magnetic field to dissipate. Springs get weak, stuff gets dirty. We have a bin fan that will restart if power is resumed within about 1 sec. Probably should replace the starter, but it works.

I haven't timed my generator, but occasionally I'll test it by flipping the breaker at the REC pole. Before my hand drops back to my side, the generator is cranking, and about three steps later I can hear it pull down when the load switches. Real scientific timing, isn't it? :)
