I'd get them red hot with a torch, some Hagen's brew in there, drill a hole for a bolt to weld to, but first I'd try an extractor. Everybody I know says heat around it, expand the threads, but that doesn't break the rust. I've had exceptional luck heating the bolt itself - and even better when I can quench it with a garden hose. Really shrinks it fast and helps get it moving.
