Thanks for the responses guys. The tractor is an early 4020, 1966. When I checked the flow from the transmission pump, I remember that it matched the book spec, which is 3 gal per 15 sec, 12 gpm. The surging noise is happening when nothing is being used, it actually goes away when you're using a cylinder. The hoses are both connected to the scv's. I did see about the restrictor office, which the pump didn't have on it. I didn't have the specific Ace office, but I did put one in at the inlet port with about a 1/16" hole, it didn't change anything.

I will check the screen again, I'm sure there's still some junk in there. I did remove the load control shaft to clean the rear end out, but there's a lot of places in there for stuff to build up in there. Any suggestions for tracking down leaks? From what I've read basically run it awhile & try to find which lines are getting the warmest. Thanks again for the responses so far, any further suggestions?
