The rhythmic noise suggests cavitation. Whether it is due to excessive demand due to internal leaks or due to inadequate supply, 4gpm sounds way low to me but a friend has my books, I don't know. Does it only surge when the sprayer pump is running? if so reduce the flow to the pump at the scv instead of on the pump. The pressure rising when you stomp the brakes sounds like either a priority valve or brake valve problem. If it was the brake pistons the pressure would drop when you apply brakes. There is also the possibility of internal leaks in the three point valve or scv valve. Does the three point settle fast when you shut the engine off? That's all I can think of off the top of my head. Used to work on 30/40 10/20's a lot. Pretty simple to work on just take time.
