Which 4020 do you have? The side console hydraulics are considerably different from the pre side console.

Where did you return the flow from the sprayer pump? If you returned it to the transmission case, your flow is limited to the 4 gpm of the charge pump, the front pump has a much greater capability, but only while the cooler/front reservoir is supplying oil. If the oil is returned through the remote or the transmission oil filter cover it gits right back to the cooler/front reservoir and the front pump can keep up.

Then since applying the breaks brings up the pressure, it could be that a brake valve is leaking high pressure oil when its in the idle position and wasting the flow from the front pump.
