You need to watch the gauge between the coolers when you're stopped.  If it gets lower as you're running, you are short on the tank side.  We've gone to the tank mfg's and they are now building us tanks with dual withdrawals for single tank trailers.  With those manifolds running that low I'd guess the problem is with items on the NH3 system.  Get the static and running pressures.
