I use 5 gallons of 10-34-0 on the seed and it gains a few bu/acre for me. If I forget to turn on the pump the corn grows much slower and is lighter color. With that said if better germination is what you are after I doubt starter will provide that. In some cases it may even cost you a few plants per acre. Better early growth probably but better germination probably not.
