I suppose you have tried beating in it. If you take it off you could have someone hold it on an anvil and turn it so you could beat on it the whole way around. This usually breaks the rust loose and may stretch the outside piece just a little. When you get it apart I would coat the surface with an anti seize grease in case you would need to adjust it in the future.
