Not sure but it looks like Horsetail to me. It grows on poorly drained soil around here. I don't know if you have Amitrol T in the states but I found using that at 8 litres or 2 gallons per acre is the best way to get it under control. At that rate it is only a spot treatment and not in crop. MCPA will have some effect on it but I found it pretty inconsistant.
