I agree in general but that's really more relevant if it's a tillage tractor application. I can see why the current owner is running it light for a planter and grain cart as you're probably using HP to run the planter hydraulics and the HP on the cart to pull it at speed. The faster you run the less weight you need.

If the OP is going to tie it to some low-speed tillage equipment than yes you better plan the budget to hang some iron on it. For that matter the current owner might have it sitting somewhere, seems like most had some from the dealer/factory as a basic spec.
