I think you need to differentiate between federal taxes and state and local taxes.  I think the entitlements that you refer to - Social Security, Medicaid, and the like - are federal taxes.   The state and local taxes are more likely used to support infrastructure - like roads and schools.  Yes, I know federal dollars are used to subsidize local roads, bridges and schools. But when the O.P. referred to infrastructure, I took that to referring more to the state and local taxes.
