south east SD | Wife, a retired librarian from the biggest library in SD. Cards only work in your tax base.
Our county has country wide library system, not townships. One town is out and keeps its tax money for its library. The people in that town can't use the county system unless they buy a county card.
Both libraries can use statewide system for books. State will give a statewide card with prove of resident to a person.
Wife thought a library card cost $65 a year. That would be for a person coming from another county to a bigger library.
Out of state people can use everything for free just can't remove stuff from library.
