Yes, don't go near the upstream suction end. Fellow cleaning sticks out of his pond overflow pipe here got sucked under and drowned a few years ago.

I would sure think that the shear volume of water coming through (even at low head pressure) would scour any dirt or sand out of the plugged end. Is there a chance the pipe is mashed or collapsed under the road?
