southern MN | Water issues just suck; those downstream and those upstream of any one spot have very different goals/ needs from each other.

So you are in the middle ground, with a partially filled culvert below you, and a fairly open culvert above you.
The folks downstream of the plugged culvert will say leave well enough alone, as they look at all those hat water that wants to rush down on them faster in you open things up.
The people above the open culvert probably want bigger culverts, to get rid of their water that is really piled up there.
You in the middle, won't get much time from anyone?
