I would run from that. You don't know what kind of crap is wrong with it. I have a 6800' well that needs plugged, called my go to supply company to get a value on used 5.5" casing a year ago. They said they didn't want it didn't matter the price. I am sitting on the well until casing and tubing prices recover, then I will plug it. The oil business is full of schisters, like a lot of businesses, guys that get ahead because their conscience doesn't function. Without having a working knowledge in the oil industry forget about it. If the tubing or casing have value to you for building fence call local supply companies and get their prices for buying the casing or tubing. Then low ball the operator of the well, remember they have to pay for hauling the casing off, so you can go cheaper than you think. Value it as structural only, it has to be tested if they want a higher price.
