Ive never heard of anyone pulling the casing up on a oil well or even household water well. It would not come up easily that is for sure, nor why anyone would waste their time doing so. All oil/gas wells that are abandoned in my area are cut off 6 foot below surface grade and had a steel cap welded on the casing with the well number and covered with fill after being plugged. If he is saying he will pull the casing, I hardly can believe it. Something sounds strange with that. Not trying to sound rude, just offering my assessment. If it is brine in your well, it may be useful for using on gravel roads.
