The Buffalo ND project is an interesting case study on the issue. I am not in a position to take sides, but I personally believe this is an example of digging your heels in on the site selection. Developers are pretty determined to be on an Interstate system. That is still a pretty populous area of the state. I realize the importance of access to workers and highway infrastructure, but a 150 mile move to the Northwest puts you close to the town of No-Where. There is a trade off between infrastructure efficiencies and disturbing less people.
