If you plot EIA's weekly finished gasoline supplied vs ethanol blended you see immediately that there are very substantial deviations. You should expect them the be closely synchronized but they aren't. If you calculate & plot the rolling 4 week average things smooth out somewhat but even then there are periods where the two parameters simply don't follow each other.
I don't know under what legal authority the EIA collects this data but I would be willing to bet that the gasoline suppliers deliberately mis-report in order to obscure their operations. If you were an ethanol vendor and could track ethanol blending you would be able to closely estimate stocks and there by anticipate demand.
I wouldn't be surprised at all that oil companies and fuel suppliers believe that the government just doesn't have the right to know too much about their business and deliberately mis-report.
