My Dad did similar back in the days of set-aside. He broadcast a couple bushels per acre and disced it in. No fertilizer or herbicide either so it couldn't be qualified as a crop. The county FSA office gave the go-ahead because one of the office gals lived next to the field. He mowed it off in the fall. Barely any ears formed and the ones that did were very small.
