I believe the term to be used here is ...bluster or maybe intimidation. Stopping out of state plated cars...looking for excuse to give tickets....needed a excuse for stopping. Never know when you will find something illegal you can ticket driver for....bringing in more revenue....justifying your salary. Same old...same old.
