Is the tractor new to you? Those bolts are torques in inch foot lbs, there shouldn’t have been enough torque on them to break them. Makes me wonder if somebody wasn’t trying to stop a valve cover gasket leak by tightening the bolts. They are notorious for blowing out the velvet cover gaskets if the crankcase filter isn’t changed regularly.
