That's the first thing i'd check.    if air can't get out,   it can't  build vacuum.    LOL,  it doesn't take much mouse hair/seed coating   to plug that screen

Then check your  flex hoses  for mouse holes.   

And lastly,    seed has to be in the boxes and  the  seed disks  loaded    to  get full vacuum..
