My bet is you have a ground problem. I would look for corrosion in the bulb socket
or rusted where the ground wire hooks up. One bulb will quick flash and the other
will just glow and not be as bright as it should. Symptoms of bad grounds.
Ground wire terminal should be on radiator saddle on the engine side but follow wire
from light socket. Tail light should be in trunk near light socket. Let us know what you find.
