Don't take any on my advice as being correct or meeting any kind of code. If all the wire size is correct, the fuse box is still in good condition , it has the correct size fuse installed and there is nothing wrong with the hot water heater why should it ever blow a fuse? I assume this box might be located near the water heater and could serve as a service disconnect if someone needed to work on the heater.
