Drill out the rivits and use stainless steel carrage bolt to secure the hinge when replaced (stainless for rust/salt corrosion issues). Sometimes there is enough give in the track, that the wheel can be slide out and new one slide in, as it curves around the top, if I recall - If there is that much "give" it could be a maintinance issue . . . lol
