Got a clue what size bolt that is?

A piece of pipe is usually a loose bushing, but may be tighter than you have there.

Plastic bushings may work too. Go to the small town auto parts store and see what kind of selection they have for plastic bushings. Usually found in the suspension of big trucks and trailers. Plastic can be better some times as they can give a bit going into an oblong hole. Also, you can slit them so they overlap for a better fit.
