How'd you decide it was time to wean if it's not eating dry feed?
You can't starve a calf to feed but you can starve it to death.
Does it have water?
You need calf starter. Bottle calves don't like ground feed. Commercial starter or whole corn/oats/pellet mix works best for me. Get ot off grass. The rumen developes from grain and water.
