Subject: What temperature should a deep freeze be?

Just replaced some parts, 2 capacitors of sorts and the thermostat, on a whirlpool side by side refrigerator. I am trying to set the temperatures of the refrigerator part and the freezer part. The refrigerator part is pretty simple to answer, between 33 and 40*.

What should the freezer temperature fluctuate between, between cycling on and shutting off? I have a couple needle type thermometers and they show the freezer temperature from zero to 22* below zero. Should the freezer be that cold? Any comments welcome.

FWIW the unit is about 10 years old.
