Looks like its lined up with vent tube now, grab it with a channel lock and wiggle while pulling up.
Arrow lined up with the overflow means it is fully closed and locked. It needs to turn about 1/4 turn counter clockwise to unlock before lifting the cap. Clean all the oil / antifreeze off the cap, then use a coarse dry cloth like burlap under the heel of your hand to try to turn / unlock / remove the cap.
How do you take this radiator cap off?
