I was unaware that what congress passed was just a suggestion.
Laws are only what those that enforce them and ultimately what those that cage someone say they are.
If the speed limit is posted at 65mph but everyone is going 70mph and the cops aren't pulling anyone over then the real speed limit is 70. What's written on a piece of paper is not a Law, it is merely direction towards the binding customs of a society. |
