Jay is right and it might work, but you may have to send CL a message (usually the blocked page has a button or something) to let them know your IP is real. We had this problem on and off with our wireless ISP. Often it was just someone's PC on the network was taken over by a bot/spyware. Seemed like CL was pretty quick to resume service. This was a few years ago though.
