Have you split the tractor recently? Is this a new problem after a repair or just happened after working for ten years?

Could be an issue with the c1, c2 rotary pressure manifold (can't remember the exact JD term tonight). It has metal sealing rings to the clutch drums, and has plugs on one side and pressure pipes to the clutch housing on the other side all sealed with o-rings and a couple back up rings. Lots of potential leak points.

The other thing to check also requires a split and that's the packings on the C1 piston. Just recently saw one where the replacement packings seemed a little undersized.

Edit to add, you can visually and air check the C1, and C2 clutches in the tractor. You do it by pulling the transmission pump, traction, and pto clutch valves off the left side to see inside, and pressurizing the clutches with air on the right side where the supply pipes go through the clutch housing.
