You can send certified OK. But, don't you have a local USPO? If so, they should be able to postmark the envelope right at the counter. Then ask to take a photo of the envelope/postmark w/your phone & send off envelope. Save the photo. If it's certified & gets lost or destroyed, it's still useless. Doesn't matter if USPS, UPS, SpeeDee or what. When it's lost, it's lost.
