I think it's a bit of a stretch to say the regulations caused the mess. ERCOT mismanaged their power grid and got themselves into the mess (per their own winter report they should have had plenty of overheard, were it not for failure of a variety of power sources). I do not disagree that the (partial) denial did not help the situation however.
