I can only guess, but I think it boils down to how involved the homeowner was when building the house. Contractors and construction companies like to cut corners. A more involved home owner would say "add a valve so I can shut the water off", whereas a construction company would leave it out. The house I live in doesn't have one, but out here in the sticks, we just turn it off at the meter.

Edit: And we have 2 pipes in the attic. Landlord told me when he had the house leveled, two pipes (in the slab) busted so they had to re-route them through the attic. 1 froze, 1 didn't, but neither busted.
