I'm not talking about criminals. Criminals are everywhere.
I'm talking about a cultural mindset that doesn't match where they move to and then instead of them adapting to the norms of their new location they want to force the natives to adapt to them.
IE, people that don't want to be around agriculture moving into rural Iowa or Wisconsin and raising a ruckus because they don't like the sights, smells and sounds of agriculture.
