As the saying goes "N is N" Its when NH3 gets applied 6 inches deep and urea is spread on top that one works and the other is subject to volatize. Put urea in the ground or treat with Agrotain and it works great. We sidedress with a Montag and urea because urea is 46% and 28% is well 28%. 195# product per acre vs 321# per acre to drag around the field.
