The elevate service plan contains both the data plan and vbn together. The beacon is just the vbn and you are in charge of getting data to the beacon via phone or tablet. With the InCommand you would need to get a vbn subscription and data to the screen via br1 mini, cell jetpack, or hotspotting from a phone.
