Ive found putting lotion on after washing your hands, and right after you dry them with a towel, where theyre still slightly damp, helps a lot. Kind of helps to 'lock in' the moisture.
As far as lotion, there's a lot of options.
Lotioning before bed helps too. possibly a humidifier overnight as well.
