I believe wi nutrient guidelines say 50-55% first year

Only about 10% of total available following year and negligible amounts thereafter.

It is nitrogen tied to carbon. (Organic nitrogen). Just like soil organic matter has carbon but you don't get all of it in the first year, it trickles available in time as it cycles.

Phos and potash are around 90% available first year
